Multiple agencies arrest CSI Student Body President following warrant
TWIN FALLS, Idaho (KMVT/KSVT) — Multiple agencies executed a warrant at the home of the College of Southern Idaho’s student body president earlier this week.
The Internet Crimes Against Children Unit, the Rupert and Twin Falls Police Departments, as well as the Twin Falls County Sheriff’s Office arrested Dylan Ray on Tuesday.
The 20-year-old faces 15 felony counts of child sexually exploitative material and has a $500,000 bond.
According to court records, on January 27, 2024, Snap, Inc. which owns the social media platform, Snapchat, filed a CyberTip with the National Center for Missing and Exploited Children (NCMEC). The company allegedly discovered a video file containing child sexual abuse material uploaded by an account, which reportedly belonged to Dylan Ray.
NCMEC then notified the previously mentioned Idaho division, through the attorney general’s office, who assigned Sgt. Sam Kuoha to the case.
Sgt. Kuoha reviewed the file and served a warrant to Snap, Inc. on March 13, which was returned on March 26. On April 1, he examined the data and allegedly found the video was sent to another Snapchat user.
Sgt. Kuoha discovered Ray was trading Mega.nz hyperlink with other Snapchat users. Mega.nz is a New Zealand-based encrypted file sharing cloud service.
On April 2, he contacted the New Zealand Department of Internal Affairs Digital Exploitation Team for further information. DIA investigator Flett sent Sgt. Kuoha the link and discovered 10,500 media files, which included child sexually exploitative material.
On May 3, Kuoha obtained a search warrant for Ray’s home. After the search warrant was executed, Ray allegedly told police that he developed a collection of these types of files following high school graduation, when a former school employee was arrested for a similar offense.
KMVT reached out to the College of Southern Idaho for comment and they provided us with this statement.
Ray will be back in court for a preliminary hearing on May 17 at 8:15 a.m.
